Here is the little $100 HP Stream 7 playing Tombraider with 1gb of Ram. The lowest resolution setting is 800 x 600 and the game forces itself to run in Direct X 11. Unfortunately there's no config file which to modify the resolution, so I'm unable to see if we can get higher framerates or if DirectX 9 would improve framerates.

This is the low setting and all details are at minimal.
Interestingly though, Tombraider does a install review and creates a log file called TombRaider.txt in your documents folder.

TombRaider.txt shows just how much RAM these games are running with after the OS is loaded..
Total RAM = 0.9 GB ( 960 MB )
Avail RAM = 0.5 GB ( 503 MB )

The paging file for virtual memory is set at 2GB on the eMMC SSD. So using only 503 Mb it has to swap out memory chunks from the RAM to the (much slower) virtual memory. It's no wonder we get smaller framerates on the HP Stream 7 than a tab with 2 Gb like the Dell Venue 8 Pro - which has 1Gb more memory to use than the 1/2 Gb we see useable with these 1Gb RAM tablets.
