3Legend Mode is unlocked after you beat the Boss Rush, which itself is unlocked after beating the EX Stage in Challenge Mode.
You play as the ship you see in the ending, which itself is the original "prototype" version from Infinos 1 and 2. You fire only two shots when holding the button down, your shots don't combine when you put the bits in front of you, max power weapons are just slightly stronger LVL2 weapons, so just stick with the green weapon for most of this mode.
You also get no extra lives in this mode, those 6 lives (0 also counts) are all you're getting.
