So if you're familiar with the speedrun path for this level at all, you would know the fastest way to get through it is to break the floor as Red Stealth in the beginning, grab the Cyclone helmet, and go back down the hole you just made. You'll skip probably half the level by doing this simple task. As you descend, when you happen to land on a vertically rising/descending platform, there are a couple of hidden blocks above you. Two of these contain time clocks, so be sure to collect those.
Progress from here to almost the end of the level. At the giant clusterf*ck of platforms near the flag, there will be many columns of ice blocks separating the flag chamber from the chamber above you. You want to break at least three columns of these, to allow a quick drop to the flag later. Next, as Cyclone, you want to make sure all green Spinning Twins are out of the way or defeated for the next step.
Two chambers above the flag chamber is a rising/falling horizontal platform. Ride this platform to the top and reveal the clock from the second hidden block from the left. Let it fall to the floor. At this point, no green Spinning Twins should be obstructing your path from here to the flag. Speed bonus time when collecting the third time clock goes as follows: Whenever you collect a third time clock in a level, the speed bonus for that level is lowered by 120 seconds. However, the new speed bonus is applied counting down from the 10:00 mark, from when the third time clock was collected. So in this level, 125 seconds - 120 seconds = 5 seconds. That means that after collecting this time clock, you only have 5 seconds (9:55) to reach the flag and still obtain the speed bonus. If movement is perfect, you can collect the time clock, drop through the gap you created earlier, and touch the flag at a maximum time of 9:58!! It's easy to mess up, but it's also not too difficult.
Just be glad you don't have to complete this level using the method before this 3-clock glitch was discovered. The precise Cyclone movements required almost made it intolerable, but now, this world record shouldn't be that hard for anyone to tie.
