1Unfortunately for everyone wishing this level was simple, it is not most score viable to simply head right for the flag as Cyclone. Instead, we're forced to go around clock hunting the ridiculously long way.
The first clock can be found near the top left corner of the level. The best way to enter this level is actually by coming from Elsewhere 7, rather than from Whale Grotto. This gives two benefits: 1. You don't need to perform helmet reset glitch to start as Skycutter, because a Skycutter helmet can be found in Elsewhere 7. 2. For whatever reason, entering this level from Elsewhere 7 spawns you in midair right below the first clock, instead of on the ground, as entering from Whale Grotto would. This high spawn location allows you to be able to collect the first time clock within the first critical time of 5:59, far more viable over any alternative method!
The next task is to head to the right on the top steel block platform for about 15 seconds (be sure to orient yourself right-side up during this time). Suddenly, you will happen upon a gap in the steel blocks. As soon as the tip of Skycutter's hoverboard crosses the left margin of the second steel block from the gap, tap the B button to jump, and the C button immediately after to flip. Skycutter should now have cleared the gap, and banging his head every so often on the steel blocks below, as he is stuck between them and the top margin of the screen.
The specification I made of when to jump and flip is very important, as the only way you know you did this correctly is if you go all the way to the end of the row of iron blocks, and knock your head on the second to last prize block - the one containing the clock. Head back left, collecting this clock while you turn around, hopefully at the next critical time of 8:40.
Now is the time to head to the flag. Head left, drop through the next two gaps you come across, and use invulnerability to bypass the first scorpion you encounter. Weave right and left through the next maze of iron blocks, until you come to a row of iron blocks above you where, three drill blocks will appear from. Flip upside-down to this platform, assuming the first round of invulnerability is still active. Progress further to the left, drop up through the next gap, and use invulnerability to avoid the next three drill blocks. Continue left, and as soon as you come within sight of the flagpole, drop down towards it with the clock at 8:19.
The trickiest part of the level is developing the correct timing in which to jump and flip, so that the second time clock can be collected. Since it is at least early on in the level, it is not much of a problem as far as making multiple attempts. Invulnerability will make the rest of this level a breeze, so this shouldn't be that time-consuming of a world-record to tie.
