It is a bit important to remember that Mayor Sullyvan and K'tara are both programs. They are game-pieces operating on dialogue written by a team working on a deadline and using some pretty common tropes. I kind of wish that some of these characters were actual people the way Lea is, however, to date we have not seen an Evotar that didn't have a humanlike appearance. In any case this arc of CrossWorlds is continuing with the standard tropes of two cultures in conflict by having idealistic younger members solve the problems. In this case the human side is the seeker and K'tara is the Shad side.
