Every time that I think I have enough bases in Aftershock the game throws something else that I need to build facilities and labs for. It forces you to either expand into new territories or research things at a snails pace (the latter I was unfortunately doing for far too long). I imagine resources are spread in such a way that you can own every base in the game and still be able to run a surplus of resources.

Even if that wasn't possible you'd likely be able to trade with the three factions to get the resource you require in significant quantity.
