Floor safes. They're chock full of valuable information, from master plans to organisation activity lists and even highly incriminating evidence that can turn people but they're not all good. For starters, opening them requires that you bring a safe cracking kit which prevents you from bringing other useful things like a gas mask or grenades. They're also often in awkward places like where the suspect you want to turn is and sometimes they're not in the building at all.

Then there's the element of chance, for you're not garuanteed to find anything useful in a safe. You can just as easily uncover grenades, the location of items you already know about or even nothing, none of which help you tun people. More safes makes it more likely you get what you want but like anything up to chance, the game can sometimes be very mean as you'll see in this video.
