There seems to be a bug that can occur on all four consoles that causes the 30fps cap to be disengaged

PS4 Pro uses a dynamic resolution with the lowest native pixel count found being 1920x1080 (letterboxed to approximately 1920x817) and the highest native pixel count found being 2304x1296 (letterboxed to approximately 2304x980). PS4 Pro uses a temporal reconstruction technique that can increase the pixel count to 2304x1296 (letterboxed to approximately 2304x980) when rendering natively below this resolution. PS4 Pro appears to render at a native resolution of 1920x1080 when outputting at 1080p.
Xbox One X uses a dynamic resolution with the lowest native pixel count found being 2560x1440 (letterboxed to approximately 2560x1089) and the highest native pixel count found being 3072x1728 (letterboxed to approximately 3072x1307).
