(Description is important) I sped up repeating parts (like Trainer-Flies to save time), otherwise the video would be over 1 hour long. I'm not sure if it works in Blue.

Requirements:

1. To have set up both expanded bag and expanded PC items.

2. Have Coin Case in inventory w/lots of coins. However, even 9999 might not be enough. So by manipulating expanded PC item 53 quantity (D5A4) to x255, you can acquire a huge amount of glitch coins.

Ideally it's beneficial for saving lots of time but risky for a partially corrupted save file (A7CC region) for the 0x00 0x39 pattern so prizes cost 39 coins each. (This is because the prices of the Game Corner prizes we are going to manipulate are sourced from A7CC).

Alternatively, because this region is in the Hall of Fame, if you encounter glitch Pokémon it might be possible to corrupt A7CC, though it's difficult to predict how much the prizes will cost.

3. Have a Pokémon to Fly away, Surf, Teleport (Teleport is needed as your Fly destinations may become corrupted. Teleporting and revisting maps will fix it. Ideally have last Teleport destination as Pallet Town).
4. Carry a TM43 x 16 (F3 10) with you in the normal range of the bag (1-20). This will later be the new text pointer table of the Pokémon Center, so that combined with sign 0x3B (dec:59) you can access the relevant glitch vendor menu.

Steps:
1. Get two Pokémon with specific stat experiences. These will later be placed in slot 4 and slot 5 of the current PC box(Will be Pokémon 4 in box): Any Def EVs but lower byte will controls number of signposts on current map.

Speed 05 0D (1293):
Defeat Electrode x9 (Cerulean Cave 2F), then one Rhyhorn (Ditto variation of Trainer-Fly w/18 Special), then 1/5 Sandshrew (have 5 Pokémon participate before defeating it) (Ditto T-Fly Special 96)
(The Speed EVs will define the first sign at y=05 x=13 which will be one step below accessing the PC from below)
(Will be Pokémon 5 in box):
Defense 3B (59) (this is the desired sign ID of the first sign, so we can access Game Corner vendor 59; see here https://pastebin.com/bbRJfFzz) You can use other vendors, but vendor 59 is special because expanded bag item 111 will control the prize Pokémon (D3FA):

Defeat Charmeleon (Ditto T-Fly Special 178), then 1/5 Chansey (Cerulean Cave 2F)

2. (Make sure you're one step below the PC, other locations might mean you can't access the Game Corner vendor sign later) Using a normal box like box 1, deposit them in slot 4 and 5 of normal box preferably with only 5 Pokémon in the box. The other Pokémon aren't really applicable, but if you have trouble try using different ones.
3. Change D5A0 (PC item 51 quantity) to 115 (0x73). This will partially change the box to glitch box 115.
4. Using change boxes, switch the box to itself (press A without moving the cursor of which box you're on). You should now be in a Glitch City with a glitch tileset and might not be able to take a step. The Pokédex may also go and the Fly destinations may corrupt. These are side effects of the glitch but we'll work around them later.
5. Prepare in the expanded inventory item 40 TM43 x 16 (F3 10), changing the text pointer table of the Pokémon Center. With all the changes we just did, we manipulated text command F7 (Game Corner prize menu) for the sign ID 0x3B (59) into y=05 x=13 (the position one step below you). Now face down, but don't talk to the sign yet (talking to it could also corrupt the memory/freeze the game).
6. Prepare in expanded inventory item 111 (any) x XX ; item 112 Ether (0x50) x any. The Ether is to terminate the list to prevent a freeze/harmful corruptions, as mentioned in step 5.
7. Set expanded PC items 53 quantity to 255 (Coin Case coins byte 1, D5A4) so you have a good chance of affording prizes.
8. Flash one of your party Pokémon's summary to open the SRAM, allowing read access to the Game Corner prize's prices (otherwise it might be FFFF coins).
9. Talk to the sign below you to use the glitch prize vendor and purchase the desired Pokémon from prize 2.
10. Manipulate PC item 51 quantity again but to a normal box (e.g. to value 01), preferably use an empty box in case the box gets deleted to swap back to the normal box, continue this glitch to get as many Pokémon or glitch Pokémon you want, and change boxes when full. If necessary, manipulate the number of coins (expanded PC item 53 quantity) again to afford the next prize (which is why if the prizes are cheap it will save a lot of time).
11. Manipulate bag item 37 quantity to 0 (changes Pokémon Center tileset permissions). Teleport away. If you don't have Teleport, you may have a chance to learn it from TM30, or you could buy an Abra.
12. Lastly, manipulate Oak's lab script (PC item 91 quantity) (D5F0) to x15. This will let you redo the script to get the Pokédex once you re-enter his lab.
