Arch Linux the Easy Way with a Fast, Lightweight, and Fancy E17 Desktop. Manjaro is a User Friendly rolling release Distro based on Arch that comes ready to use out of the box, and has a GUI Package Manager.

It boots up in 5 seconds in Virtualbox. On real hardware I predict a bootup time of 2-3 seconds.

If I was after an Enlightenment E17 desktop I would take Bodhi Linux because they provide a lot more in the way of Profiles and Themes, although its more difficult to get going than Manjaro E17.
