Really the only major consideration is whether or not you will end up getting any utility out of Pull. That will depend on bonus power and squadmate choice to a large extent, and secondarily on the mission at hand. In many cases, Squad Cryo will be at least as valuable, and if Slam is the bonus, then it is redundant.

The difference between Destroyer and Champion as it relates to Charge cooldown is in the neighborhood of half a second in favor of Champion. Destroyer does more weapon damage, but usually this difference is not noticeable.
