Having managed to enter the missile silo before its door relocked, Big Boss starts navigating the complex within the silo itself, trying to locate Metal Gear in order to destroy it. Eventually, he makes his way onto the elevator supposedly leading into the silo's launch bay where Metal Gear is primed and ready for launch. As he gets onto the elevator, Big Boss is confronted by Cunningham who commandeers a flying platform. He reveals that he was not a rogue CIA operative as he had led Big Boss to believe but rather an agent of US' Department Of Defense whose job was to ensure that Gene fired a nuclear weapon from Metal Gear at the USSR in order to undermine CIA, which Cunningham's bosses in Pentagon believe to be too influential in the US' military affairs, citing their involvement in failed Bay Of Pigs invasion and multiple covert operations undertaken during Vietnam War as examples. He also reveals to have secretly given Big Boss and his organization leeway to attack Gene to make him feel threatened enough to actually use Metal Gear on his own, having essentially used both Big Boss and Gene as stooges for Pentagon's ambitions. As Big Boss had completed his "mission", Cunningham urges him to leave the peninsula via an arranged helicopter and return to the United States while he stays behind to dispose of Gene and his army once they fulfill their purpose, intending to do so by nuking the peninsula flat using a Soviet reproduction of Davy Crockett portable nuclear missile launcher. Having decided to stop Gene himself, aware that his country has used him again and that all of his allies will also be killed in the blast, Big Boss refuses and ends up engaging Cunningham in a fight as the elevator continues to ascend towards the launch bay. Eventually, Cunningham, nearing defeat as his flying platform is severely damaged, decides to try and kill Big Boss by triggering a portable nuclear launcher. However, before he can do so, his platform explodes, killing him in the process...
