The missing texture block shows up when the game cannot find the right texture to display. There is currently only one way of getting this texture to show up in minecraft 1.20, which is by using the particle command. The minecraft 1.20 missing texture block can be displayed by using the missing texture command:
/particle block_marker air x y z 0 0 0 0 1 force
Replace the x y z with your coordinates and put it in a repeating always active command block for the best effect!
The other two ways of showing this texture partially are:
/particle minecraft:item minecraft:spyglass
/summon minecraft:panda ~ ~ ~ {HandItems:[{id:"minecraft:spyglass", Count:1b},{}]}
