1st phase - The grenade launcher can deal splash damage to both arms even if you hit her face sometimes. When you get her health down to the point she starts using the floor spike move it is easy to time jumps and is a great moment to fire a shot and they seem to register easier. If you're lucky you'll take out the 1st phase with all 10 grenades but often you'll need to spill into another weapon. I like to use green shredder.

2nd phase - You don't really want to be out in the room as rocks fall every time she jumps away out of sight. Just stay at the edge of the room and underneath one of the 4 pipes coming out of the walls for shelter. When she does the monkey swing now is your time to get most of the damage in with firestorm cannon while she sits and takes a rest. After you take out the first arm she'll often do the "breathe in" move which is another great time to deal loads of damage. It's quite easy to make all 150 rounds take care of the 2nd round entirely.

3rd round - Hopefully this round starts off with Mother in the center of the room which fortunately seems quite likely. Get yourself to the edge of the room and underneath a pipe once again to avoid falling rocks, and use either red shells or scorpion. These are your heavy hitters as you don't want to be stuck in this round for too long as there's a serious risk of dying. Her mouth beam attack is very unfair dealing massive damage and nearly impossible to avoid but if she's in the center and you're at the edge of the room, a full speed strafe (forward+left/right) in either direction should avoid it. You may want to use red shells when she's at long range in the center screaming and use rockets when she's walking toward you as they're easier to hit.
