Pope Pius VI had denounced the French Revolution and supported the First Coalition against France, although he did not formally join it. As a result, Napoleon saw the Pope's actions as an insult and sought retribution. The seventy-eight-year-old Pope, who had already been reigning for twenty-one years, lacked the military and personal capacity to prevent Napoleon's advance. Napoleon entered Modena on June 18 and Bologna the next day, expelling the papal authorities and forcing them to negotiate within a week.

In late June, Napoleon agreed to an armistice with the Pope, which included a financial contribution of 15 million francs. The payment helped sway the French Directory toward the idea of a peace treaty. Additionally, negotiations led to the transfer of various artworks and manuscripts from the Vatican library to the French, including sculptures of Junius Brutus and Marcus Brutus, as well as five hundred manuscripts.

On August 11, Napoleon noticed that the Vatican library was trying to reduce its commitment, and he wrote to the French agent in Rome, emphasizing that the treaty included five hundred manuscripts, not three hundred.
