In this video I explain two methods to cool down the oxygen for your base. When you are in early game, the thermo regulator setup is fine, but you should switch to the aquatuner when reaching midgame. It will consume less power per provided cooling.
For the cooling loop, you can use midgame coolants such as polluted water or hydrocarbons.
In the cooling room you will need a liquid or gas with an ok heat transfer rate, such as any form of liquid water or liquid hydrocarbons. If you decide to use gases, you can go for nuclear fallout gas.
