The design of those formations are definitely intentional. The devs wouldn't screw up a sand hill texture or rock-contact-with-feet animation that bad. One thing that's definitely for certain is, no matter how thorough you think you've been, there's likely always something waiting in the desert that you haven't uncovered, especially with the world ever-changing as you progress the story. Best to comb through the desert every so often. You never know what you'll come across.
