Ms. Takemi will sell you medical supplies when you visit her, as in Persona 5/Royal. You can visit her before you enter a dungeon, and I plan to have her as a character in town you can visit as well.

Justine has also been implemented in the game as a skill vendor. As you defeat Shadows in peoples' consciousness, you will gain Astral Points which you can use to buy skills for Ren or his teammates.
