Pixel vibration problem

Pixels are shifting in shaded areas in far cry 4, AC Unity, and an unreal engine 4 demo, but not on any still images, videos, desktop, or other games, like WOW. So I was thinking since it doesn't matter which cable type, monitor settings, in game settings, or nvidia control panel settings I change, it sill happens, so maybe it is a function that is part of the games that this happens in. So after the video being compressed from 23gb to 5-6gb, and then youtube compression, hopefully the problem I am seeing is still visible in the video. If it is not I could maybe take some 5 second videos and upload them uncompressed that show it also. Sorry for the sound quality since I have never used this new mic before and it was overly sensitive because I had the setting too high.
This could very well just me my monitor being crappy, I don't know anymore. I watched this video on my TV and it was almost impossible to see, same on my laptop...
