Yes you can receive Wondercard Gifts before facing your Rival for the first time.

So I made a test speed run with Draco Meteor Jirachi.
At around here the time gap between Jirachi and Feraligatr actually got smaller ranging around 3-5 minutes. This is when Feraligatr's higher Base Attack, Ability and an Attack plus nature comes in.

The other problem is that Jirachi's SpA IVs were not flawless meaning it failed to OHKO most of the Pokémon after a certain amount of Charge Beams.
For example a +1 SpA boost fails to OHKO Slowbro with Shadowball unless it has:
* Higher IVs
* A SpA+ Nature (like Modest)
* Or using both of those options
* Or be extremely lucky and score a critical hit.

Jirachi's movepool "in game" isn't spectacular, because some of the good moves can only be obtained during Kanto such as Water Pulse and Toxic.

But anyways here are the Elite 4 battles in detail:

Will:
If I used Shadow Ball first Xatu usually uses U-Turn. If I used Charge Beam Xatu always use Confuse Ray.
2 Charge Beam boosts gives me a guaranteed KO on Slowbro without having to rely on Critical hits. The rest of his team was a piece of cake.

Koga:
The only useful move Jirachi can use to easily KO Forretress is Hidden Power [FIRE] but getting the Hidden Power TM is a bit too long. So the other way is to use Charge Beam and try to get a 2-3HKO on Forretress without having to lose valuable PP on Psychic.
The rest go down easily.

Bruno:
I less than 3 Psychic.

Now here is a switch. I switched to Ho-oh for a few good reasons:

1. Umbreon is a bulky lead and can use Double Team which is annoying if a Charge Beam misses.
2. Houndoom Sp.D is no where near as bad as her physical defence, I think a +1 or 2 SpA boosted Swift cannot 2HKO her. She also has a Sitrus Berrry to survive. She only needs to use Nasty Plot and then STAB Flamethrower to OHKO Jirachi.

Ho-oh is RNG'd with a +Attack Nature with 31 IVs on Attack (0 EVs of course) and does the job pretty well.
Sacred Fire can OHKO Umbreon if it deals Critical Damage followed by Burn.
Murkrow is a easy OHKO, unfortunately the first SF move misses here :/
Houndoom dislikes a Earthquake.
Gengar can survive a Sacred Fire unless it's a Critical Hit. I use Extrasensory because that move also 2HKOs Gengar and it's 100% accurate.
Vileplume hates Fire types period.

Now I switch back to Jirachi because he is my main.
The aim here is to get enough stat boosts to OHKO 3 of his Dragonite.
Since Charizard can survive a +2 Psychic, I decided to use 2 more Charge Beams.

You could get away with only 3 Charge beams but the main difference is that:

Level 50 Dragonite will survive a non critical hit Psychic,
Level 49 and 48 Dragonite may survive a non critical hit Psychic
Aerodactyl can survive a Shadow Ball (used that move to save PP on Psychic)

This attempt shows that Dragonite manages to Survive a +4 STAB Psychic.
This is the reason why Jirachi's IVs & Natures play an important role in speed running.
