This video isn't an IL run but more of a speed guide for runners performing a single segment 70/71 star run. This is why it doesn't include tough time savers that require Yoshi's Extreme Distance Flutter trick to skip 2 star pods, you will only lose up to 10 seconds at the most, besides you are playing as Mario as well so his backflip isn't as good as Luigi's.

The comet medal is collected on this course because the prankster comet star on Yoshi Star Galaxy is pretty short and straight forward. A good run for 70/71 stars requires some prankster comets, some are very short but some are pretty long or even easy to screw up.
