In Pokemon Red and Pokemon Blue, Glitch Pokemon 0xEA (also known as 'A') takes its learnset and evolution data from the VRAM (Video RAM); more specifically, from address 0x8124. Video RAM data makes up the graphics shown in the screen and constantly varies, and leads Glitch Pokemon 0xEA to feature a different learnset depening on whether it's leveled up via battling or via Rare Candy.
In particular, 0xEA learns no moves if it's leveled up in battle, but learns a few moves if leveled up via Rare Candy:
