After obtaining the Rainbow Wing from an old man in Pewter City, go to the Bell Tower located in Ecruteak City. Once inside the Bell Tower, navigate the area and make your way to the top, where Ho-Oh will be. Save your game before you interact with it. Ho-Oh is on Level 70. Its signature move is Sacred Fire, which has a 50% chance of burning the target. The move can also be used if the user is frozen and thaws it out. Ultra Balls would be recommended to capture it, or you can wait until night to use Dusk Balls.
