This is the Cinnabar Gym, the Trainers specialize in Fire-type Pokémon, well that would be the case in the main series games, but the only Trainer that uses Fire-type Pokémon is Blaine, the Gym Leader of Cinnabar Gym, the other Trainers use Pokémon of many types, like Fighting, Psychic, and many other types.
With the team selected, I choose some Water-type Pokémon that could help against Blaine, while the rest are there for the Gym Trainers. The Water-types I went with were Starmie, Vaporeon, and Omastar, as they had some good moves that can do well against the Fire-type Pokémon, Nidoking was chosen as a backup option, Jynx and Zapdos for their advantages against some of the Trainers in the Gym.
I will list each Trainers, and the nicknames of the Pokémon, with the species name of the Pokémon in brackets.
Battle 1: Judoboy
Ticate (Raticate): Focus Energy, Double-Edge, Ice Beam
Prime (Primeape): Focus Energy, Dig, Take Down, Thrash
Choke (Machoke): Focus Energy, Submission, Earthquake
Nido (Nidoking): Focus Energy, Take Down, Surf
Hitlee (Hitmonlee): Focus Energy, Jump Kick, Hi Jump Kick, Mega Kick
Champ (Machamp): Focus Energy, Double-Edge, Dig

Battle 2: Psychic
Broenza (Slowbro): Mimic, Headbutt, Psychic, Surf
Zamenza (Alakazam): Kinesis, Psybeam, Counter, Seismic Toss
Wrathenza (Poliwrath): Submission, Psywave, Double Team, Hydro Pump
Mienza (Starmie): Swift, Thunder, Flash, Hyper Beam
Jynenza (Jynx): Ice Beam, Seismic Toss, Lovely Kiss, Toxic
Hypnenza (Hypno): Hypnosis, Flash, Dream Eater, Submission

Battle 3: Nerd
Trodelect (Electrode): Explosion, SonicBoom, Thunderbolt, Screech
Laxsnor (Snorlax): Selfdestruct, Skull Bash, Headbutt, Earthquake
Lemgo (Golem): Selfdestruct, Rage, Rock Slide, Dig
Utorexegg (Exeggutor): Explosion, Mega Drain, Psychic, Egg Bomb
Umk (Muk): Selfdestruct, Toxic, Sludge, Body Slam
Stercloy (Cloyster): Explosion, Withdraw, Clamp, Swift

Battle 4: Blaine
Charizard: Slash, Flamethrower, Earthquake, Fly
Arcanine: Body Slam, Dig, Fire Blast, Dragon Rage
Rapidash: Agility, Horn Drill, Stomp, Fire Spin
Magmar: Body Slam, Psychic, Fire Punch, Confuse Ray
Clefable: Ice Beam, Thunder Wave, Fire Blast, Thunderbolt
Kangaskhan: Fire Blast, Earthquake, Surf, Thunderbolt

The first three Trainers do add some strategy to their teams, Judoboy uses Fighting-type move, and his specializes in the move Focus Energy to increase hit critical hit rate, all of his Pokémon except for Raticate are weak to Psychic-type moves. Psychic should have been in Sabrina's Gym, I don't know if this is meant to be an error that the Burglar and Psychic are fought in the wrong Gyms. Psychic, as the name suggests, uses Psychic-type Pokémon, but he does have two Water-type Pokémon, his Alakazam has the move Kinesis, that is its signature move, but back then you couldn't get Kinesis in Red & Blue, so Kadabra could only learn the move in Pokémon Yellow. Nerd has Pokémon that use Explosion, his first two Pokémon will use it, and when he is on his last Pokémon, he will never use that move, because if you use Explosion or Selfdestruct with the final Pokémon, you will lose, even if it is a draw.
Then for the Gym Leader battle against Blaine, he not only has some Fire-type Pokémon, but he has two Normal-type Pokémon, they both have Fire Blast, but they do have Thunderbolt to deal with any Water-type Pokémon you will likely use, but Kangaskhan's Thunderbolt won't do too much as its Special stat is not that good. Blaine can be a challenging opponent, as his Pokémon have a variety of moves, Rapidash has Agility, Fire Spin, and Horn Drill, Charizard has Earthquake to counter Rock-type Pokémon, Arcanine can use Dig for that same reason, and his Normal-type Pokémon can catch players off guard.
