Just when I thought I covered most of the glitches, I ran into another glitch accidentally when just playing casually.

It is meant to cap at 9999, but for some reason, the line bonus causes it to temporarily overflow. You can use these hint tokens until the cap is reinstated.

Note: It fixes itself if you earn more hint tokens, resetting back to the maximum. Same if you restart the game (I assume)
