2One time when I encountered bandits in cars, I noticed that one of them is going somewhere. I followed him out of curiosity. He went to Authority Prison and stopped there. After that he used the car guns but didn't move the car.
Update: this one is easy to reproduce: simply do the Retrieve ID Drive quest. After it there will be a quest where you have to get feltrite as fast as possible. When the quest is over, follow the bandit who was also gathering feltrite, he is scripted to go to Authority Prison and stand there.
