Thought this was a NYPD unit but John pointed it out that it is actually a very rare Fire Department of New York City Unmarked EMS Supervisor Unit. This was on scene of the large NYPD investigation for the accident involving a taxi that jumped the curve and hit a bicyclist and a pedestrian.
According to the comments this is one of these two options"
"This Vehicle Belongs to FDNY and is assigned to the OMA( Office of Medical Affairs) of the FDNY the operator is an on staff Medical Physician The Physician is alerted and responds to major or technical incidents requiring in the "field" medical control authorization. In addition the Physician may request to respond to any call he pleases to assure adequate care is being provided." - Bruce Fonseca
"That is actually a NYU EMS Physician-New York State along with many other states is going with the new trend of putting doctors on the road. They are called to scenes such as this where a paramedics scope of practice might be limited. NYU always has been a corresponding hospital with the FDNY and NYPD." - Gregory Geczi
