Overall Strategy:
This random event is required to unlock the Treasure Hunter Challenges and obtain the first rank. Whilst it is notionally random, it seems to have an extremely high spawn probability to the east of Pleasance House after you have completed "Political Realities in Armadillo", so head to this location directly after finishing the mission. It doesn't matter whether you save the Treasure Hunter or not. If you do, he will give you the map. If the bandits get him first, loot his corpse to recover the map.

Buying the Safe House is required for 100%

Here by looting the Treasure Hunter's corpse as the bandits had killed him by the time I arrived. If you save him, approach him and he'll give you the map.
