It is indeed possible to reach the Floating Reef in Oblivia without the skell flight module. There are two ways to do this: use a Sky High build on either Cross or Phog. This build exploits the 'flight' property of the art Sky High against Elaine, the Lunar Eclipse to ascend to the reef. A stressful and impractical method. I tried this multiple times, and twice I was only about 15 metres away from setting foot but Elaine decided to leave me. That's when I decided to switch to this alternative method that's a lot less stressful: the 'menu-reset' trick. Details about it are in the video. Now here are the timestamps:

00 - Climbing Mount Edge
00 - Menu-Resetting from Mount Edge to a small rock below the reef
00 - Menu-Resetting to the next rock
00 - Target Assisted Jump explanation
36 - Leaping to the next two rocks
12 - Reaching the reef and climbing up
18 - Data Probe Install Complete!
39 - Failed Sky-High attempts
23 - Climbing to the top of the reef
50 - Phog's Sky-High setup
00 - Finding treasure and completing the collectopedia
17 - Summary of the journey

I like how 5 of these timestamps are rounded to the exact minute, lol (even though I didn't try to make it like that). Anyway, I have now achieved this before Chapter 8, which is pretty wild. This video makes me want to upload a skell parkour compilation, so I guess I'll work on that, ahaha. By the way, when I said the following at 6:40, I meant that heavier skells aren't as good at TAJ. They could still make these last two rock jumps, but definitely not the first one, or even climbing Mount Edge. Remember to use a light skell if you want to try this.

Credits to the following user and his video for inspiring me to try this:
