[Procedure]

1. Download and install Notepad ++ if you don't already have it.
2. Locate the directory where the file is at. Commonly, it is in C:\Program Files (x86)\Steam\steamapps\common\Rise of Nations\Data\, but for me it is at E:\games\Steam\steamapps\common\Rise of Nations\Data .

3. Open notepad++ and locate the Rules.xml file which is 86 Kbs.

4. When you open the rules.xml file, press Ctrl + F .

5. Look for the following things.
• POP_CAP
• MAX_POP_LIMIT
• CATEGORY name="200"
6. Find each of the things you are looking for and make changes to them.
◙ POP_CAP ►Change the increments the last being 500
◙ MAX_POP_LIMIT value="500 pop cap
◙ CATEGORY name="200"► Change the increments the last being 500
  • CATEGORY name="500" DATA 500 /DATA
• CATEGORY name="450" DATA 450 /DATA
7. Save the file.
