Unlike needing the .pkg Update 1.08 for vanilla GTA IV to run in RPCS3, you do NOT need any Update for GTA IV (The Complete Edition) to run through RPCS3.

While the PS3 Version of San Andreas is 100% playable in terms of Emulation, the game itself is riddled with so many bugs which make it not fun to play. It's just like the Xbox360 Port of San Andreas. For instance, while I was doing "Big Smoke" so I could then save my game afterward and load the Save File up for this Video, the sound cut out half way through the Mission. It did not come back until I saved and reloaded the Save. Furthermore, I am not sure if it's the Emulator, or this horrid Port, but it would appear you can't load a normal Save File. Only the Autosave Slot loads? I am confused by this, but it seems to be true!

While I was in San Fierro, I decided to check to see of the Gym was open from the beginning of the game. It is, just like the Mobile (Android/iOS) Versions of San Andreas. I suspect the Xbox360 Port to be like that, too, but I have not checked at all. Gyms are NOT open in the beginning in terms of the Definitive Edition, though.
