This quest called: The Mind of Madness can be obtained by going near the Bard's College in Solitude where you'll find Dervenin, a homeless man who serves Sheogorath. There is also a book of the same name, which details the artifact. This book describes how a boy (thought to be Pelagius Septim III) summoned who he thought was Hermaeus Mora, but was actually Sheogorath. He is given the Wabbajack, and presumably goes mad afterward. Sheogorath in the Second Era, allowed the Vestige to use it during the Mage's Guild questline in the Elder Scrolls Online but he took it back later. In the Third Era, Sheogorath was be summoned on the 2nd of Sun's Dawn. He guides the hero to a radiant dungeon to kill a battlemage. Upon completing the task he appoints the hero to another radiant dungeon in the region where his Worshipper can be found who awards the hero with the Wabbajack. In the late Third era, Sheogorath is replaced by the Hero of Kvatch to become the new Daedric Pricne of Madness and was given the Wabbajack. In the Fourth Era, the Wabbajack is given to the Dragonborn after messing in Pelagius's mind. I just wanted to show you guys my VR perspective for this quest.
