While it's considered the black sheep of the Team Silent titles, and I do feel it's the worst of the Team Silent titles, Silent Hill 4 still has its moments of brilliance.
They made some tweaks to the Silent Hill formula. They got more experimental on the gameplay front. Some of the execution misses the mark, but the title does some really interesting things that the others do not.
It has the most "Japanese" feel in regard to its approach to horror. Yet it also has some of the flattest horrors of the series.
Silent Hill 4 has an interesting story to piece together. That said, the personal narrative from the past three titles, especially 2, is stripped away. It has some of the best enemies in the series, but also the least inspired.
You can see that it did lay some of the foundations that Kojima would explore with PT a decade later. It amps up on backtracking, has a lack of puzzles, introduces limited inventory to its detriment, and has an annoying escort that takes up the back half. It can be quite frustrating.
But through this frustration, there are moments of brilliance in Silent Hill 4. While still a divisive title, people have warmed up more to the game over time. Granted, that can also be due to the fact of what came afterward for the series.
