This is Starsky & Hutch with OpenAL Soft's HRTF [IRC_1037 tables] through DSOAL. This is a rather poor shovelware game from 2003. It's oddly NOT a tie-in with the movie, as it predates it by a year. Starsky & Hutch: The Game is only notable for two reasons:

1. On consoles, it was a two-player driving/light gun hybrid similar to Namco arcade game "Lucky & Wild". This is emulated on PC with mouse support, though it's quite janky and difficult to control simultaneously.
2. It has an unashamedly funky 70s soundtrack by Tim Follin and proudly advertises it as a feature.

While looking up this game, I found a screenshot of its options menu on PCGamingWiki that mentioned "3D buffers". Sure enough, this game has full 3D audio support. You don't actually get to hear it, though, because the audio mixing is just as terrible as the rest of the game is. Yeah, I hope you like hearing the Half-Life 1 .357 Magnum looping in your right ear! Be thankful Youtube reduces the volume by about half.
