Winter comes again, but with sufficient planning we finally have enough income and food production to weather it, so our popularity stays up. Still, we don't have enough income to build truly expensive buildings, so we take a brief break to focus on building bazaars. Bazaars allow us to turn excess food production into income - or vice versa if we didn't have sufficient food. But we now have excess food production even in winter, and since bazaars aren't terribly expensive they're a good thing to focus on to boost our income - especially since our upcoming building projects are going to be *quite* expensive.
