Leningrad isn't far off no far off the top 2 HE snipers. Gremy style AP 'drive bys' agasint unsuspecting cruisers is very real. Kiev can't really do that and Blys doesn't have the pen or reload.

13.9km is more than enough with AFT and she can stealth fire from 12.7km with CE.

27 seconds turret traverse is fine, you can track and dodge with EM.

Giving Leningrad a high HP and low detection seems a recipe for OPness. Will she replace Błyskawica as the p2w tier 7 DD? No I don't think so, although it's very close!
