It's been stated some of the Rare staff after Goldeneye wanted to make the next Bond movie Tomorrow Never Dies. However the license was later picked up by Electronic Arts and made on the Playstation. This video gives a glimpse at what Rare's Vision of the game would have been, while also adding the music of the final Playstation version.
