Description:
The SSS temporarily split up to help various organizations with restoring order in Crossbell. However, the previous incident means Erebonia and Calvard are now a lot more hasty in their efforts to take over Crossbell. This, combined with Ouroboros's increasing activity in the region, is going to require even greater damage control efforts from the SSS.

Your first job is to go around and talk to all the important NPCs between floors 34 and 36. On floor 34, I recommend talking to the cop outside the break room, since he has some additional info about Deputy Chief Pierre. Once you talk to everyone and approach the elevator, you'll be transported to the break room for a scene with Ian, who notes that the security discussions will put Crossbell at a disadvantage, since our CGF and police are too weak. Being caught between Erebonia and Calvard also does us no favors for getting our sovereignty recognized.
Somehow, the SSS caught the attention of President Rocksmith and Chancellor Osborne, and we're ordered to meet with them. There are some additional scenes with Kilika, Arios, Lechter, and Kloe afterwards, so be sure to see them before advancing the story.
While both Rocksmith and Osborne congratulate us for solving the cult incident, they're both obviously planning on expanding their countries' influence in Crossbell. Rocksmith offers an award, which is normally given only to Calvard citizens, making it clear that he sees Calvard's takeover as inevitable and therefore Calvard might as well own the SSS. Meanwhile, Osborne makes it clear that if Crossbell tries to resist Erebonia, it'll result in war and bloodshed.
During the second round of the conference, Osborne and Rocksmith propose disbanding the CGF and letting imperial and republican soldiers occupy Crossbell, since Crossbell is too weak to be trusted with its own security. And right on cue, the anti-immigrant Calvardian terrorist group and the Imperial Liberation Front use their airships to attack the conference room. The bulletproof glass blocks all the attacks, but the terrorists fly up on the roof and someone hacks all the stairway doors and elevators to help them.
