The Shaver in Metal Gear Solid 2 appears at the start of the game on Hard difficulty and above in the HD Collection.

From the beginning, flip the rail with the action button, shimmy across, then climb into the enclosure.

Raiden will give Pliskin the Shaver after receiving the SOCOM in their introductory cutscene on Strut B. Doing this sees Pliskin have a clean shaven look towards the end of the game - however, in the HD Collection, this only shows during Codec conversations.
