To get the SOCOM Suppressor in MGS2, you have to play the story until you unlock the Level 1 Keycard, then visit the lower level of Warehouse Strut F, go to the south-west room and crawl through the vent.

The exception is on very easy, where you will get the Suppressor after meeting Pliskin.

To equip the SOCOM Suppressor, have both active in your left and right menus.
