To reach the M9 location in MGS2 as soon as possible, leave out of the north-east door from Strut A, taking you to 'Warehouse' Strut F, where you will find it in the unlocked room just opposite from where you enter.

The M9 location can change depending on your difficulty. On Normal, Hard and Extreme, the M9 is in Strut F. On Easy, the M9 is found in the opening Deep Sea Dock by leaping the railing. On Very Easy, the M9 is found by crawling under the shelving right next to where you start Big Shell.
