The Train station key is on the corpse of the headboy surrounded by wastrels. Due to a bug the key does not appear on the dead body for many players. This is a known issue which has been acknowledges by compulsion games as well.

There is a simple workaround for this bug. Simply open the command console and type command "Reset Lootable" pointing towards the corpse and the key will appear. Now collect the key and continue normally.
