To think that the aliens are only interested in a single country would be silly. If I were in their 'shoes' an all-out attack would be in effect to capture as many testing subjects as possible and sew chaos where able. Unfortunately, we can't be in all places at once, with this version of XCOM, so decisions have to be made as to who will be saved and who will 'take one for the team'.
