21War Javelin's blueprint is located at the end of an obstacle course in the Cavern. The entrance to it is in the tunnel before the entrance to the Guardian's Haven, marked by a small gap in the floor.
War Javelin feels like a very solid off-hand weapon. It excels at clearing out groups of enemies, which can provide support to a build that's focused around dealing close-range and/or single-target damage. Generally, it's a good idea to gear your build toward boss fights, but focusing too much on bosses can make regular levels feel pretty slow and arduous. Taking the Javelin with something like Giantkiller would let you get through those levels and still have a good boss-fighting weapon. It's definitely situational, but its range makes it feel like a more reliable version of the Spartan Sandals. Having to retrieve it can be annoying, but you get used to it pretty quickly and it's not so bad. I say it's low B-tier or high C-tier. It's situational, but also fun, gimmicky, and unique.
