Playthrough | Part 13 – Chapter 9: The Plot
Difficulty: Normal
We save Rikiya but things are getting tense to say the least. Now begins Chapter 9: The Plot.
This is a big one so listen up. Kiryu, Majima and Date meet up with the Florist. Kiryu explains about the guy who looked like Shintaro Kazama. What they do know is that he's involved in this. Rikiya's still bummed about what happened but he has a hard time processing it all. They don't know if he is friend or foe. But then Kiryu receives a call from Yoshitaka Mine, leader of the Hakuho Clan. And as a peace offering, he brings the head of Kanda. Gruesome. In a flashback, we find that he killed Kanda. Messed up. Made worse is that with Lau Ka Long dead, they kidnapped Hamazaki in retaliation and his family were all dead. Something ain't right. Made worse is that Kiryu has to take some of the blame. This war is far from over.
So Rikiya has to head back to Okinawa. Kiryu gets a call from Tamiya to head for the Diet Building. He's got a lot to tell us especially when it comes to the military expansion bill. We're bringing Date along, mostly since he has questions of his own. What follows is a massive exposition dump. The short version is that Tamiya's goal is to expose a secretive global syndicate, Black Monday. He mentions a man named Andre Richardson being the leader. So, Tamiya did all this in the hopes of exposing them. As for the guy we saw, that's Joji Kazama, younger brother of Shintaro Kazama. Joji would end up joining as an elite government agent, part of the CIA. Made worse is that Tamiya and Joji orchestrated all of this. Tamiya also mentioned a favor with someone named Yoshitaka Mine. And it relates to the senator as well. Turns out the ones pulling the strings were Suzuki, Joji Kazama and an organization within the Tojo. All for the sake of exposing Black Monday.
But we got trouble. Suzuki's security force. Kiryu has to contend with these agents and they're annoying. Take advantage of using Heat Actions so they can go down. Afterwards, things get nuts when Majima arrives in a huge truck. Kiryu gets in and Majima drives off.
What a weird way to complete the chapter isn't it. See you in Part 14 of Chapter 10.
