It's time to deal with the myriad issues of expanding so quickly, including the 'random seemingly unprovoked riots breaking out constantly' thing. We need to isolate the instigators again as best as we can if we hope to stem this.

And the volatiles. Although with our new Permanent Freefire Mode policy enacted, anybody who pops off for no actual reason has a better than even chance of never bothering us again.
