The purpose of this video to show the RAW fps while recorded with an external video recording device, so it could be few tearing broken frames because vsync was off, so you can see the maximum average fps and decide for yourself what kind of hertz monitor you will need to play comfortably at the preset that you want.
I purchased Xeon E5 2697 v2 for $159 on eBay used like new and I am satisfied with the performance for my rendering rig and it could be a gaming secondary rig as well. Keep in mind that RTX 2080 TI video card will show the same fps as Titan RTX and it makes better sense to buy RTX 2080 TI video if you are looking 4K resolution as maximum and this low budget rig that priced at unbeatable $450 in 2020( Xeon E5-2697v2 + Gigabyte x79 UD3 v1.1 + 32 GB of DDR3 + Corsair 850 watt Gold 80+, Corsair cheap mid-tower case).
