Abyssal Tokiko has a fixed, six turn pattern that's a mix of her personal skills and generic attacks.

-Blazing Light Shot (a single target FIR attack)
-Musketeer d'Artagnan (group targeting FIR spell, debuffs SPD and MAG, inflicts SIL)
-Ice Crash (a single target CLD attack)
-Count of Monte Cristo (group targeting CLD spell, debuffs defenses, inflicts SHK and DTH)
-Magical Light (a single target MYS attack)
-Non-Neumann Systems (self-heal)

There is one interesting wrinkle to this fight. Like the playable incarnation of the Bookworm Youkai, Abyssal Tokiko has a chance to gain the Reading effect. Once she's gained the effect from one of her personal spellcards (from Musketeer, Counte of Monte Cristo or Non-Neumann Systems), Abyssal Tokiko will pause her fixed pattern to use her final personal spellcard: Youkai Yakuza Kick.

Unlike her other skills, Yakuza Kick is a single target, PHYS attack that relies on Tokiko's ATK. On playable Tokiko, Yakuza Kick normally has a so-and-so formula. When Reading is active, however, Yakuza Kick becomes terrifyingly strong. It's not Super Scope levels of broken, but it IS up there in terms of damage formula. It's at least good to know that Tokiko only has a chance of activating Reading, and Yakuza Kick, every second turn (when she uses one of her personal spellcards). Yakuza Kick also removes the Reading effect so you'll never deal with consecutive kicks.

If this boss has any other mechanics, I certainly couldn't tell (because of how I approached this fight). Here are some extra details about her personal attacks:

-Musketeer and Count are both +24 to ACC

-Youkai Yakuza Kick has -4 to ACC

-Non-Neumann Systems has two other effects. The first is that each target of Tokiko's group heal will gain more HP the lower their MP is (i.e. someone with 0 MP will get healed more than someone with full MP). Since bosses don't rely on MP, this probably isn't in play here. The other effect is halving all ailments and debuffs on the front row. I didn't experiment with this fight, but this seems like a mechanic that Abyssal Tokiko could use.

Abyssal Tokiko is fully resistant to HVY, is very resistant to TRR, PAR and debuffs, but has only some resistance to SHK and no resistance to SIL or PSN. Her strongest affinity is WND, followed by NTR and PHY. She is otherwise neutral to FIR, CLD and DRK, and weak to MYS and SPI (with the Wiki saying that her SPI resistance is slightly lower than her MYS resistance). On the topic of MYS resistance, MYS attackers will do well here because Abyssal Tokiko's MND stat is her weaker defensive stat (it's basically half the value of her DEF).

If you do run into this boss yourself it might be worth testing her resistance to DTH. Her Heavenly counterpart is one of the few DTH-able bosses, and since all the Abyssal bosses have been the same (except for the scaled stats and the species type), there's a chance DTH can work here.

Music is "Bibliophile with a Deciphering Eye" from the Forbidden Scrollery CD. Tokiko doesn't have a canon theme, but since Kosuzu isn't in Labyrinth of Touhou*, and has a book theme (similar to LOT2 Tokiko), I figured, "Why not?"
