These guys early tier are a nightmare and they become a nightmare again in the later stages of the game. Their power is vastly overstated though by people who take ships that are meant to get into close range gun fights and have no way at all to force the issue. Yes, pulsars deal huge damage but that will destroy maybe 1 ship if you don't have good ships and upgrades but if you have decent abilities like shield transfer you can definitely beat Eldar starting from level 1 with just a dauntless. Orks have it roughest since they need taunt to do anything, but at least they're tough enough to survive a few pulsar hits.

Eldar require a very certain mind set and play style. You need to be willing to delete one enemy ship at a time completely and then sit patiently for your abilities to come off cooldown sure, but you also need to be the sort of person willing to waste a salvo so you can retreat if you see a ton of stasis bombs going down. Getting that damage off isn't worth it if you lose some HP in the process so fire your pulsars when you're in the clear.
