Joe Smith is a normal upstanding citizen of Whiterun. He is not the Dragonborn, I sidestepped all those quests. He's just a guy trying to make a living.

And succeeding rather well at it. In fact he's becoming quite prosperous. The fact that he had to step on some toes to get that way, well business is business. It's not illegal to kill bandits and Forsworn and take their things. Heck, the local rulers love that. Joe obeys the law, gives a septim now and again to the local bums, he's a nice guy, really.

Killing those bandits to get their shipment of garlic, or those other bandits to get their iron ore, or a bunch of Forsworn to get their gold ore, well the supply situation in Skyrim is terrible. Shameful that you can't dependably get iron ore in bulk in Whiterun. So, a businessman has to make choices. It's not like its illegal to kill them. He has a business to run.

Joe works at silversmithing and alchemy as his main occupation. Drugs and bling, basically. But it is a respectable occupation and Joe is all about respectable.
